Where do you buy the sabre exactly?

I know its at Planet Malta, Omicron Alpha and Vogtland Base, Dresden. But I cant find that on my navmap. What is it near?

You can get on Malta via Tau-37 or Omicron beta

Much easier to get it at the Red Hessian base in Dresden....

i cannot seem to become neutral with the Hessians, any ideas on how i could?
