Outcast Bribe Location?

Where can I go to bribe the Outcasts? I need to do some heavy Nomad raiding in Omicron Alpha, but with twelve pissed off Outcast Sabers riding up my afterburners I'm having a tough time.

And no, I don't want to start picking off Bounty Hunters and cops randomly until my rep increases. I have the cash for a bribe anyway.

If you are atleast neutral with the Lane Hackers you can go to the Mactan Base in Magellan for an Outcast bribe.
