Becoming a pirate...possible?

I noticed awhile ago, that I was listen as "Navy - Birdman"...and some of my friends were labeled that too. Now I want to be "Outcast - Birdman"...how is this possible?

I have 1 bar from full with them, but they just won't flash yellow and let me in!

sure, kill current green targets.
explore around to find new reputation. There's plenty of pirates.
try not to piss of Bounty Hunters, they are the easiest way to get friendly with pirates.. but you'll have a hard time travelling if you still have a low lvl ship

has ANYONE gotten the label of "Outcast", "Corsair" or something like that...?

I don't think you guys are understanding my question.

When I first started in multi, I had the label of "Navy - Birdman" when people saw my ship, and all my friends had those labels too. But now I want to be "Outcast - Birdman"...I have outcasts as my highest rep, but it won't become my faction.
