PATROL 27 HELP!!

I'm in the badlands and I've found patrol 27, taking radiation damage, i've tried to tractor and scan the patrol, but they just list in space, and no comms possible.. how do I "finish" it... I was sold the location of the lost patrol at the westpoint military academy.. and when I got there, the above is what I found..
Please help!!

i would say - shoot once at it and get what's coming out ^^
