Can you get the German cloaking device?

Can you get the German cloaking device?

Would be great if you could but I think its a plot device? Anyone know for sure and what key would activate it?

When you do the mission where the 2 German pilots turn themselves in, I wanted to follow them to the Norfolk and take one of there ships!
