There are a few ways to do this.....if all pirate groups hate you...then land on a freeport and try to bribe them (one of the freeports in the tau border worlds). If you have any pirate group allied with u like the hackers bribe them there. If not you must attack one of their enemies...corsairs if you don't care about them hating u or xenos. .I recommend xenos though it will take some time. Their home systems are kepler and galileo, they also have a significant presence in hudson. good luck

You can get the Outcast bribe on Buffalo base in the NY system, you can also do Outcast missions there which help raise your faction.
