Why are there level 10 freighter shields?

There isn't a freighter to handle the class 10 shields. Why?
Why are there 6 jump holes and at least one jump gate that are still locked after you complete the single player and in the multiplayer?
The Universe plays as if it is incomplete. The game mechanics are all there, but the environment just doesn't seem intact. Considering the mixed development background, it could be any number of reasons. I just hope Microsoft isn't going to play the "Add-on Game" with this.

The Long way, go xenos hunting.
The short way, hunt liberty patrols, frighters at cargo runs and everything else that is enemy witht them.
Kills are important.
And well, I suggest you do it when those ships are lonly and no bases near of them, so it won´t hurt your rep to them that hard. kill at best just a few ships of each oposing, so that you give up abit rep for each to get a good gain witht the criminals.
btw I think that faction systems suffers from the mission system, going on random killing spree just to look good for another faction seems, well lets say stupid
I more complicated system would have been fine (more difference in faction missions and more ways to get a highter faction status)
But well its simply the main problem of the game, normal you get anything done by killing some poor dudes.
(though trading is at least the best way to actually make money, again somehow far to repetiv and far to much gain, I do not want to get the first 25 levels in 6 hours)
