Magellan system I believe contains Freeport 4.

freeport 4 is in megelan, another free port is in tau-11 I think, in the omega system is the next, in short words they are in the border worlds.

Yah freeport 9 is in omicron theta (mostly a zoners/corsair/bounty hunters base)
