hi is there any mod or editor out there which will remove the level restriction when u purchase items?

Yes. Try my XML Toolkit Mod, 1.2. It has removed Level restrictions for just about everything, and allows players to mount whatever weapons/equipment they want onto their ships, removing all of the original, artificial limitations from FL, among many other things.
