The Ripper Mine Launcher can only be salvaged from some of the Outcast wrecks in Omicron Alpha. Look around the Unknown Jump Hole. If you're stuck and need a map, go to www.arbiter.de.

As far as I know, the Ripper is the most powerful homing mine (not to mention the most powerful mine overall) in terms of damage. There are probably more cost-effective alternatives though.

Um...no. Firstly, Buffalo Base in the Badlands is a Rogue base; there just happen to be Outcasts there since the Outcasts and Rogues are allied. Secondly, no base, not even Buffalo, sells the Ripper Mine Launcher. What you're thinking of, Masterkamon, is the actual mines. These (and all types of ammunition) are sold at every base in the game. However, the Ripper Mine Launcher itself can only be salvaged.

As for the ammo being sold at a nifty price...well, your character must be rich . As far as I remember, they are quite expensive (being the most powerful mine).
