Drops are random each time you kill a ship, but there is one trick you can use. During combat you may notice that as your enemies' health drops, parts of their ship will break off. Those parts generally carry weapons, and once they've dropped off you can't salvage them. So, if you particularly want their weapons, try to finish them off with a missile and you should get loot more often.

Is there any way I can buy these weapons at a base or something? It'd be pretty convenient if the Gaians have a base hidden somewhere, and if I become friendly to them, I can dock there and purchase some more avengers.

gaians have a base in edinburgh. gaian avengers are weak weapons anyway. try to find the wrecks in bretonia that carry outcast particle weapons, they're much bettrer.
