i think it has to do with your rep. if you are green with a faction they never ask you, if you are neutral or a little below that they will ask you .

Allright, let's see what the official guide has to say on the topic. Okay, you have an inherent 30% chance of being scanned by any one ship. House police announce it, criminals do not. There are three catagories of supplies for each faction, can take it or leave it, Desire it, highly desire it. Depending on where you are and a bunch of other factors, they may attack for can take it or leave, will probably attack for desire, and will almost certinly attack for highly desire. And example are the GC. Can take or leave - Consumer goods, h-fuel, oxygen, pharmaceuticals, and water. They desire nothing. They highly desire Cardamine, diamonds, gold, luxary consumer goods, luxary food, niobium, and silver. Depending on a serries of chance events, they may or may not attack you. And that's how it works. --- VH16

Only in multiplayer, in which case you chat to another human player and tell him to drop it. Unfortunately, FL just doesn't have the interface to demand cargo of NPCs, although if you're accurate enough, you can shoot off the cargo holds of transports and trains (not the small frieghters you can buy) without destroying the ship for a similar effect. --- VH16

You can actually demand cargo from a PC, and if they don't drop it, then you waste tham and get the cargo anyway. Check out the Excelcia mod, or just find something of Wasabe's, I'm sure he's smattered it around here somewhere

So yes, that was a shameless plug.

OK, u can demand cargo off players in MP. One problem. All they have to do is press F1, select new character and they dissapear, leaving you with no loot. The best way to do it is to simply destroy them, then tractor in loot.

Alternatively, u could shadow someone, wait til they dock, wait til they come out, then demand cargo. if they dissapear, they'll be stuck inside the station while u wait outside. this might work.

A good thing to do is to hire people and not pay them. I hired sum1 to escort my freighter, dropped off my cargo and simply waited. he got really frantic, so i loaded catapult missiles on my Drone, launched, offered to pay him, killed him and ran, docking at the next station. He never found me again.....

Killing other people online will not yield any loot.
It's really funny to drop your cargo for NPC's and then tractor it back in.

What happens if you tractor in the loot once you eject it for them, I've never been caught smugling yet.
