I think you're talking about Tohoku. Don't bother trying because the jumphole is locked after the storyline.
Anyway, jumpholes can not be locked/unlocked by fixing a rep. That only counts for bases/planets.

Kioto base is very cool with 4 jumpholes very close you can go loot kusari space and go back to sell things and make money.You can also trade stuff from kioto to kepler's pirate bases . (btw i love "tsioto" accent )

The other BD base is in takagi's space and there is none there, such a shame you can not use it for storage
