When the cop turns on Juni, he takes his sweet time unkinking the neck, stretching, and debating on exacting judgement, etc. before Juni makes any further inner debate moot. Where's the debate? He's already decided that the object is an alien artifact and not an (umm...cough, cough...) heirloom.

hmmm... The cop was having "roid rage" off of confiscated cardamine and had lost all sense of reality. He believed he had just shot a.... nomad from the.... Lucy in the sky with diamonds planet, and the text about artifacts was dubbed in to smudge that incident over.
