Sorry. It's impossible without a mod. The only conceivable way to do it without a mod would be if you could get about 10 ships fromevery faction in one place and destroy them all almost instantly.

Does that mean you can't dock anywhere except at Barrow Base, Nome Base and Ouray Base (the only Xeno bases)?

I'd assume that he would still be neutral with the Zoners...maybe even allied.
