I believe that you can get a bribe for the Outcasts on Buffalo Base in New York. I know that you can get a bribe for the Corsairs on FP9. This is just off the top of my head tho.

is it true u can only bribe when u r on friendly or neutral terms? not when enemy?
if yes, then it's solved

If all else fails, follow the police on their patrols, they'll find the outcasts, and open fire.
you can then open fire on the police and save the outcast thus increasing your favor with that faction.
Although the police might just look down on this little aspect of your behavior, they are by far the easiest ones to bribe you way back onto their good sides.

try a bribe at freeport10 at Tau-37 if u can not find it insted of redocking try F1 again and agaian .. u will get it (unless you are using a mod or playing SP )

the easies way to nuetral (not friendly) with outcast is eather blowing the manhatin depots or simly kill Bounty Hunters but I usualy like to get my ship in manhatin (usualy class6 ship so the NPC can not hurt me) and then strat killing all police navy and other house groups like Algera republican ..

if u keep doing this eventualy u will be neutral not just with outcasts but with all factions in the galaxy including corsairs and xeons.

Nope. I've been offered bribes for corsairs and outcasts when they've liked me least (150 000 credits to bribe).

ShiftViper's right. You can get a bribe with any group regardless of rep. It justs costs more and more the worse your rep is. Most places have bribes for multiple factions. You just have to keep leaving and re-docking (or using F1) until yours shows up.

I just to the neighbouring systems with neutral bases. Freeport 10 for Outcasts, Freeport 9 for Corsairs..... just like that.

all i did was blow the living hell out of any faction opposed to the outcasts
