do u have to go up2 level 4 or can u straight off been a rogue or will mods help

You can be a Rogue by killing their enemies. Levels have nothing to do with it. Neither do mods.

If you're only in mission 4 you're still in the middle of the storyline and probably an enemy of Liberty. This is because of how the story goes. At the end of the story you'll be friends with Liberty and enemies with the Rogues.

Play the story and see what happens.
