Ok, now that this is in the Spoiler section, I can answer you.

You can become friends with the Outcasts or the Corsairs by two ways.

The harder is kill lots of there enemies, the other is bribing. I prefer the latter, as it is much quicker.

You can get bribes for the Corsairs on:

Freeport 1
Freeport 5
Freeport 9
Islay Base
Cadiz Base
Luxuary Liner Hawaii
Leon Base
Trafalger Base

You can get bribes for the Outcasts on:

Freeport 10
Freeport 6
Freeport 4
Cali Base
Rochester Base
Buffalo Base
LPI Sugerland
Mactan Base

They can also be found on other bases, but it's best for you to find out for yourself. Good luck!

Fastest way for the Corsairs without bribing is to kill Red Hessians. Assuming you are playing SP, for the outcasts. At the end of the SP missions you are good with the Blood Dragons. Do missions for them until you are at 0 rep with the GC's. Do missions for the GC's until 0 for the outcasts.

Kill Bounty Hunters. Then just about every criminal faction will like you.
It's always good to trade a dozen enemies for one.
