On the original question, I always thought the Zoners just wanted to be friendly with everyone, and allow free trade, so they set-up the Freeports.

The idea they want to take over the universe does not sit with me, but then I haven't seen that rumour in FL - so who am I to say what they are going to do, I'm not a Zoner

Zoners are basically outcast of society who have no allegiances with any faction (or enemies for that matter) but they have very weak ties with the IMG and Xenos. (around 0.01)
They believe in free society and as such run (by house laws) illegal bases outside house borders that cater for everyone and anyone.
Very useful if you ask me.

The zoners (odd name for a peaceful people) are people from any of the houses that working in the borderworlds, out of the chaos of daily life.

I'm inclind to agee with the social outcast view, the zoners have a pretty sweet deal to, like living in international waters. Though a lot of factions are meerly tolerating them at the moment, I know the Corsairs aren't to happy with Freeport 9 being so close.

And, I'd hardly call scoring a field goal when tied with less then 30 secs on the clock 'ruling rugby', the Rugby Final was an awesome game and could of gone either way. You're right though, Aus rules cricket, which was introduced into Aus by the English, teacher got whooped by the student there.
