It's denied because the system has no use after the SP. As for why it has a second jumphole, no clue.

Both jumpholes are storyline holes and closed after the use for them has gone.

the wormholes are only stable for certain times, like for example during the SP missions, then they become unstable and therefore unusable, yes, thats it......

Edit: I thought you meant Tohoku... You don't see Hokkaido during the storyline missions.

this happends also in real live...

but the wormhole will close itself, and not stay like it is here...
there r 2 jumpholes nearby kyoto base who have acces denied;
1 to sigma-13
1 to the system with the arch-base... (don't know the name anymore)

in dublin is also a jumphole with acces denied, this go to leeds...

even the hyper-gate, with u turn on in sp let u see the power off a wormhole... and the gravital shift with it produse...
my ask now is... why it pulled only thus nomads throught the hyper-gate and not ur wing also with was closer to the gate then the most nomads...

Use the IONCROSS Character Editor and u can put yourself in Tohoku at either the storyline base of the the other one.

Ok then, if the wormholes to Tohoku are unusable, how comes i saw a blood dragon patrol enter the one near kyoto?

^ theyre obviously heading to the dragon base Ryoku, which if you dock on it (if you get to it) is absolutly destered, even the bar is empty
