The Golden Crysanthemum base is called Ainu, and is located within the southern cloud of the Hokkaido system. Visibility in that cloud is awful, so you'll practically have to be right on top of it for it to show up on your screen.
One other tihng: How is your reputation with the Blood Dragons? If it's good, then you should think about trying to get to Hokkaido through the jump hole in Chugoku. This will put you quite close to Ainu base.
I hope that this was of some help. If you don't really care about becoming an enemy of the Kusari state, you can just take some of the GCs' missions against the Kusari police, rather than bribing a reputation hack. Most of the game's "bad guys" will start to love you if you begin killing cops. The Outcasts will especially like it, since the GC's are their allies. Be careful with this, though, the GMG will also get angry with you, and they have some pretty powerful weapons to express their displeasure with you.

Thank you. Found the base. Have flown some missions with the GC now. Looks like all off Kusari is mad with me. Planing to now go exploring the Omicron systems. Look forward to finding the outcast system base. My brother told me that the space view in that system leave you almost breathless.

Omicron alpha is a pretty system, but the one before it, Tau-37, will make you think you've died and gone to heaven. There's a freeport there and an IMG base, but neither's missions will help you get in with the outcasts. A less friendly system, Tau-23, has Cali Base there... If you take missions here, you'll have to decide whether you want to be friends with the outcasts or IMG. Best bet is probably to get to Omicron, take missions to kill BHs until you can afford any weaps you want (The Kraken Type 2 in Omicron Beta is best in terms of hull damage per second), then get out of the Outcast sphere of influence. Beyond the Ripper mine launcher near the Unknown jump hole, there's little more the Outcasts can offer you that the Corsairs can't, and it's easier to be in with the Corsairs while keeping the rest of civilized Sirius happy.
