stuck at level 17 since mission 10

right now im at mission 13. i dont understand why my level has been the same this whole time. is this normal?
i noticed that i couldn't buy some ships since it exceeded my level, needed level 20 during the plot missions.

No, that is correct. Level 17 is the highest level that you are allowed to reaach until you have completed the single player campaign. Since you have finished mission 10, that means you have met Orillion by now. You should be flying either a Drake or a Dragon by now--if you aren't, then you should buy the Order's heavy fighter, the Anibus--the Order will sell you an Anibus and guns for it dirt cheap, and the Anibus beats any of the ships you are allowed to fly up to this point (excepting the aforementioned Drake and Dragon, which are more maneuverable and still mount level 6 guns). The higher level ships will be unavailable to you until after you have won the single player campaign.
