Pulse weapons drain power plant?

Pulse weapons drain power plant?

From a Hint on the main TLR page:

If you hit an enemy with a Pulse-based weapon when their shields are down, it will drain their power plant. This gives you an momentary tactical advantage.

Is this a leftover from some design/promises stage, or is it actually true? If it's true, does it affect NPC ships, other players in MP, or both? Do NPC ships even have power plant limitations?

uhm....

the pulse-weapons do only massive damage against shields, u can't attack their powerplants with it, i had some fights against corsair for money, some of them had thus pulse-weap, but if the shield was down, they didn't do some damage to my hull and no, my power in core doesn't go down if they hitted me...

It would be cool though if they drained also your power.

Not quite true. At least for MP.

Once the shield fails, the gun battery depletes. Not before.
The effect is, unfortunately, very temporary. Unless you keep shooting.
My server police use pulse weapons and I know this for a fact.
