You cannot get artifacts and cardamine legally, they are contraband. They are sold at some outlaw bases and they tend to fall out of ships in pirate convoys if you shoot the right ones.

As regards the second question: you cannot send comm messages to NPC ships to tell them that you want their cargo. But the NPCs understand messages of the laser/plasma/tachyon kind, if you get the drift ...

I've made Corsair my friends, and then get the artifact to sell at...Mahattan. As a result, some cops ask me 4 contraband, and say I'll have to drop it. So I rush in the trade lane and escape. (Although I can wipe the cops out with only 2 shots, but then, I cant land on Mahattan and, have to kill a couple of Liberty.
So, If you wanna make cash $$$, dont do "buy and sell", it makes you go through dangerous and long ways. Just go kill loaded transport, and sell the things you've got in a base nearby.

I smuggle into Manhatten all the time and I never get caught. When they police scans you they always give you plenty of time to escape. You did the right thing, just turn right around and come straight back through that trade lane you escaped with and you will find the police has somehow been brainwashed and forgotten about you.
