Where i can buy a Level 9 graviton shield?

It does not exist. You can buy it absolutely nowhere. The closest you can get to that is a c8 graviton shield, which comes with the Titan.

In the unmodded version of the game you can't buy it.

There are modded versions of the SP and MP versions that allow you to buy it.
