the rhineland stooges spent all their reserves and cash in that war, developing many prototype super weapons, but the GMG developded something called BRAINS for a change, so they tricked the rhineland fleet, thats why rhineland is still poor up till today

I reckon the tech loss is because the weapon designer spilled his coffee over the blueprints ....

... or maybe he gave them to his secretary to file and she lost them

No war=no need for the advanced weaponry, and also just because the current Rheinland fighters can't handle Level 10 Guns doesn't mean that the ones that are now wrecks weren't also prototypes, or just special reserves for any extreme conflicts.

Remember every government has it's secrets...
