Why is it that in planet Crete there is a class 10 freighter shield for sale, but no ship that can use it?

Am I missing something? I know of no freighter that can equip this.

It also has a level 10 light fighter shield.

They just are there...

Maybe there was freighter/light fighters that could mount class 10 shields, but they were taken out at some point?

Who knows...
