There are four ways to get into Dresden, you can take a jumpgate/jumphole from New Berlin, a jumphole from stuttgert, a jumphole from Omega-11, or a jumphole from Frankfurt.

It is the star-system right below berlin. It should come up on your nav-map. Just have the computer plot a course for you.
