The voice of the Chancellor and the guy at the very end that Trent gets introduced to is Tony Jay, who also does the voice of Megabyte on Reboot, the main bad guy in Torment (don't want to spoil it with a name) and a bunch of other stuff. One of my favorite voice actors. I recognized him instantly.
