Lvl 10 Champion Graviton shield

Hi There,

I was wondering if there was anywhere where a lvl10 champion graviton shield can be bought in multiplayer, as I have seen some of the outcast sabres sporting such a device?

No cant be bought, only NPC ships have them, so any human player you see with one is cheating.
