you can't unless you mod. If you want to get it and still be friendly with the otcasts (or anyone else) simply get the launcher, and afterwords kill a lot of bundschuh until you are back to being frendly with the outcasts or whoever else..

Make them soooooo pissed off, that they shoot torpedoes at you.
When they spend all of their torpedos, and miss with each and every one, they'll be even more pissed, just enough to make them throw (now empty) Sunslayer torpedo launchers at you. You can now safely beam them in...

I tried that and now I have a SunSlayer torpedo launcher stuck in my cockpit window. How do I get it out without decompressing my cockpit?

You can be friendly with the Bundschuh and the Outcasts at the same time... Just leave the Bundschuh friendly after SP, and go on a lane-hacking spree in New York. You'll soon be neutral with Rougues, Outcasts, and Hackers to boot, and your Bundschuh rep won't have dropped any. They never need to be anything less than friendly in the first place.

However, if they are, a single bribe for the Bundschuh will not kill a friendly rep for the Outcasts. Even with two factions that hate each others' guts, if one is friendly a bribe for the other will not make the first faction hostile.
