i think bribing junkers are the best
they dont lower alot of other police/military faction rep but it will help you pump the criminals faction rep alot.
Like Corsairs/Mollys/Outcasts/etc.
Very good faction to bribe if you're looking to neutralize all faction rep. Heck, the Barrager weapon also kinda nice.

or you could try killing one of their enemies over and over again but its an extremely long process. But for example I killed about 150 xenos ships and my rep went in to ally status with 6 factions! and only enemy with the xenos!

You can find them sometimes in zoners bases near junkers bases.
If you cannot find, just launch and dock with the station again (it worked with me once)
