Just used the same voice actor, not much point in hiring a new one just to voice an end cutscene.

The guy's name is Harrison. He's a new diplomat for Liberty. Juni introduces him to you at the very end, after you're last conversation with Orillion.

That is true, because the former Diplomat is in league with the Nomads. Plus he's shot by the two guard guys. I thought that was pretty interesting. I liked Trent's reaction when the Diplomat was shot.
