NY jersey debris field yield diamonds?

Hi,

A player (MP) is shooting regular looking debris in the NY jersey field and it's releasing TONS of diamonds. There's obviously an unlimitted supply. The guy says the 'debris' moves around, that you have to know where to look and where to dig.

This is a cheat right?

Yes, the debris fields in NY offer no more than scrap metal.
