Enemeies can use Weapons I can''t

How come dragon ships that I buy can use weapons level 4 to 6 while enemy dragon ships can equip weapons level 5 to 7???

This seems to be a regular occurrence for all ships...

whats lack in AI is added to Inventory.

yeah....I should be able to fit my drome with those long range battleship cannon..

this game sometimes suck....
