There should be someone at one of those freeports. Since everyone is allowed to land there, chances are, there'll be some outcasts there two. One of them should give you a bribe. If you're having trouble, just kill lots of bounty hunters and IMG until you get neutral with them. Then fly to planet Malta in Omicron Alpha and get someone there bribe someone there.
