help docking to jump holes

I'm level 5 and just found the Cortez jump hole, but says "access denied when I try to dock to it." What's up with that? I need access codes for jump hole? I also tried just flying thru it...nothing.
Can anyone explain?

If you're playing singleplayer, you can't leave the Liberty systems yet.
