Blood Dragons

Has anyone ever gone to the Blood Dragon Base befor the time they are "supposed too" in the story line? I am now exploring for Kyoto, and I can't find it...

Found it. Upper right hand corner, 5d, Chugoku system. Sells the Hawk light fighter.
