Lol, this forum really needs a FAQ sticky for these kinds of questions. You can find the missiles, but you can neither find nor buy the Paralyzer launcher anywhere. No one is sure why, but maybe the developers changed their mind about making it available for play-balance reasons (it's pretty potent). However, you can mod the game to make the launcher available. BTW, it's a class-10 weapon... the ONLY missile that's a c10.
