Paralyzer Missle Launcher

Where is it?, who's got it, a base, a ship, your brother? Ive looked here and at gamefaqs and can't seem to find anyone who has posted where to get it. I keep finding the missles. Over 7g's a piece implying (at least to me) that they are the most devastating missles in the game, but the launcher continues to escape me!

......and the star sherriffs in the sky[![!

I've gone through the raw game data and did a scan on all bases to see if it was for sale. No bases have this item for sale. Give up your hopes that one exists.
