Try docking and undocking a few times, also heard you might be able to just leave the bar and come back, they cycle in and out at random.

To add a tad, have not tried, but a post or 2 on that list stated that sometimes to get the rep hacker to appear required you have a certain rep with the hackers faction, strange, but would make it much more interesting. I usually go the destroy their hated enemy route. Luck to you.

Pulling this from memory, at work comp now. is a xeno base in new york in northern debris field area. Another in hudson, as you enter from texas go wnw, from gate, just call up patrol routs to zero in on it. There are 1 or 2 more, but can't give loc with any certainty
