Outcast Problem

I went to that alcatraz depot to bribe the outcasts but when i got there, i was enemys with them!!!!Who run alcatraz system and where can i bribe them, so i can bribe the outcasts?

Not sure of other places, but if you can get to, think it is Freeport 10 in Tau 37, there is a bar patron quite adept at hacking into the ole Outcast database.
