Level 4 Light Fighter Shield

Can anyone tell me which base or planet sells this item in the Liberty Systems.

In Liberty the best lvl shields I have seen are sold at pirate bases and are class 3, think were Molecular shields. Not certain of some liberty border systems, this was just in Nw York, Colorado, California, and Texas.
