Where do I get a decent shield?

Im only on Mission 2 and I cant find a better shield than the level 2 i've got for my Defender, I know theres a level 3 somewhere that I can get before I have to go to California Minor to strt the mission fully.

Can anyone tell me where? Im sick of looking for it.
