With either the hessians or the outcasts. They are both at one off the fully red bar. None of the places I go to that your meant to be able to bribe them have people from them that I can bribe. I can't land on their planets/stations and when I go anywhere near them I get attacked by swarms of them, which I destroy (sometimes) which I assume kills my reputation again.

If you can't bribe, just kill their enemies. Killing cops around Manhattan is an easy way to fix your rep with the Rogues, Outcasts and Lane Hackers. Killing Bounty Hunter ships helps with all criminal factions.

What I did, was kill a bunch of cops/navy until Rogues/Outcasts/Hackers were neutral, then took some Outcast/Rogue missions against Bounty Hunters until they were full green, and by that point the Hessians and the Corsairs were already neutral from me killing all the Bounty Hunters on the missions. The only problems I have are Mollys, Unioners, and the LWB (which are Red Hessian allies, so I avoid killing them), but they're not in the Border Worlds, so I don't really care.

Having the Bounty Hunters on red is a minor inconvenience, in most cases they don't even have cruise disruptors so you can just run away easily.
