In which case, would it be a bad idea to make the spam forum a little more discreet? A lot of FGD people don't seem to know about OT's existence for a while. Maybe that could work here too. If the really annoying spammers DON'T know about a spam forum then the problem wouldn't appear as bad. Whereas all the normal, decent people would find the forum and use common sense and RESTRAINT which wouldn't be such a bad thing, surely?
