CV, while I understand your point of view, I feel it is a bit short sided. While yes a cloak if properly perfected, would undoubtedly used for a military purpose, there are other applications for it. If we discarded everything develepoed for military use, we wouldn't have the modern conveinces we have today.
To name a few:
Computers: We'd be lucky to be at the 386 processor if not for military backing in the computer world.
Aeronautics: We'd probably just be getting into the jet age had the military not pushed for advances in aircraft engines.
Internet: Had the military not pushed for a highly accessable world wide network, we wouldn;t have UUNET, the backbone of the internet you so enjoy.
It boils down to this, all things made can be used for harmful or beneficial results. It's how we as a people decide to use a technological advance, that determines what use it will be used for.
