Creating groups error with XP

I've created a new account on my computer with fairly robust security, the only problem is, I can't add groups for file permissions. It says,

Unable to display the user selection dialog.

(null)

Because I can't add groups, my main account can change ownership of the documents folder I want restricted and thus access it. Any ideas on how to fix that error? I've tried replacing the user32.dll file, the first time it was a friend's file and that gave my computer blue screens until I replaced it with the back-up and the 2nd time I used my brother's one and nothing happened.

In the run dialog type in

control userpasswords2

This will give you access to teh user accounts and allow you to adjust permissions.

Yay for Stinger, thank-you so much, I was about ready to give up on the whole security idea. You're a life-saver man.

and don't forget to set it to make users logon woth ctrl-alt-delete, the proper Vindoze logon. it's a lot more secure!
