"Stalking"? Well there's a cheery thought Mustang . Actually, that's another reason to have a friend back you up (I was being subtle). It's always good to have backup, just in case the individual in question tries to force the issue.

Tell him straight. Be forceful, tell him you don't want a relationship with him.

If that doesn't work, tell him he's ugly, he smells and you wouldn't go near him for any amount of money. That'll do the trick

But this is getting off topic, and everyone here has said some variation of tell him the truth while being kind yet firm, or to violently assault him with dull cutlery. I suppose that we just all think alike, and/or that 50% of us are psychotic.

Anyway, I have a feeling Wen was not straightforward enough due to attempts to be polite. These things could be combined. A guy must be totally dumb not to get a message. I had some similar experience once: I liked one chick (that was before I ever met my present wife, mind you!), and, since I don't like wasting time on useless stuff, i went straight to the point, found out the chick was going to marry soon and gugged off. We're still good friends and sometimes pass jokes at my attempts to hook her

In the end you actually have to use a line like: "What part of 'NO' don't you get?"

If 'he' doesn't want to hear it, you're going to have to get THAT blunt and obvious.

I know the feeling ws, been in a situation like this, some stuff just made it a bit more complicated.
The best course of action would be to tell him straight that you dont want anything to do with him, he will prolly not listen, but then you can just avoid him.
Try to stay out of his way for as long as possible, sometimes it works. If al that fails, I guess I'll have to agree with the guys, learn karate and learn him a lesson
Seriously though if he doesnt stop you'll have to take serious action, he has no right to do this to you or to make you feel guilty if you blow him off

Tell him to leave you alone, or you can take legal action and have his arrested for stalking and harassment. Then you can file a restraining order. Of course, this is how things are done in the U.S., so I don't know if the same system works where you are, sw.
