Yup, you've got to get them all maxed and indeed, the blocks need to get up to lvl 11 I believe to be maxed.

It's odd though, some affect others while some seem to do nothing... what's with the egg? I never did figure out what it was for, I just got it to work 
Actually, I guess it's part opf populating a world... Thinking about it like that, the ladder and blocks make no sense... Ho hum.
Hint to everyone else still trying to complete it - don't think of it like that, just try and figure out what needs to be put down before/after what
